Seller decided he did not want the item (small boat) after winning the auction. Did not want to drive far to pickup item even though pickup was listed as well as city and state.

ebay's general rule of thumb for buyers is, "whatever floats your boat."

I'm  sorry this happened. You can cancel saying buyer requested and relist or you can file a cancellation on the 5th day choosing didn't  pay and give them a strike and relist.

You can also make a second chance offer to other bidders.

Cancel, citing "buyer requested".  You had 55 bids.  Offer it to the next highest bidder.

Make sure he/she understands that this is local pickup.
