So I had an auction finish, and the top bidder immediately filed a cancellation request.
Not sure what game he was up to, but I went ahead and accepted his request to cancel,
and eBay sent an email confirming the order was canceled. Is that all I have to do in
order to make a Second Chance Offer to another bidder? In other words, since the bidder
requested to cancel and I accepted, I don't have to go through the unpaid item dispute
process and wait four days etc., correct?

There isn't even an option to do an unpaid item claim if you have canceled the transaction; it's one or the other. So you can go ahead with the SCO.
