Hi all.
thanks for reading. I am new to selling on eBay and recently sold a Steam Deck for a very fair price. I shipped the item the day the buyer paid and it just arrived yesterday. Buyer had minimal contact with me when I messaged about shipping updates but he sent me a message that “it says delivered but i didn’t get it.” However per UPS it was delivered and there is even a delivery photo. His account was just opened in February. I just don’t have a good feeling about this. My payout is processing but don’t know if I should use the funds or hold them in my bank account. Any help greatly appreciated. I’m just worried and have only sold one other item since I’ve been a member since 2011 and don’t have a good feeling about this.

If the buyer files a "Item Not Received" case add the tracking number to the case.
As long as the tracking shows delivered you should be good.

I would probably type the buyer's address into google street view, see if the place looks the same. -Not that you should go and send a refund if it looks like it was mis-delivered, nor should you assume the buyer is a scammer just because the photo matches street view and the buyer's account is somewhat new (I say 'somewhat' because I get buyers with 1-day-old accounts all the time and they're fine). It is possible the item was stolen by a porch pirate.
So this is why it would be good to know first and foremost whether it actually went to the right address or not, and choose your adventure from that point.

You are a new seller who sold an expensive gaming system. There are people out there who prey on new sellers because they think they do not know what they are doing. If he files an "item not received" claim, be sure to respond by putting in the tracking number that shows the package was delivered. If you do that, you should be okay. You are not responsible if the item was stolen from his porch.
If you plan to sell any more items on eBay, pick cheaper items until you get some experience. Familiarize yourself with selling on eBay and with eBay's MBG.

I believe eBay uses your payout funds first and if there isn't enough money there, they will use the charge card on file.
Please listen to what experienced sellers are telling you: don't do anything if he hasn't opened a case. If he does open a case, eBay will ask you for the tracking numbers and you must upload them in response. If you feel you must respond to him, tell him to check with his local delivery service, it's out of your hands since it's marked delivered. Then stop messaging him.

I have bought over 10k items over the years and lately I haven’t received several items even though it says delivered and even has a photo at times. Well the photo wasn’t of my property and something obviously went wrong. Only one time did I ever get reimbursed for the missing item because as long as it says delivered then I am out of luck.
this has happened a lot lately.

While that is totally possible, it is unlikely in this case though, it is a new seller with a high risk item of the type that attracts stupid young men. The most likely situation is that the customer is lying.
If it was an established seller who was selling a crock pot then the most likely situation would be that of misdelivery.
Also, UPS isn't going to every single house, they don't misdeliver nearly as often as the post office does.
