Sold an item to a customer in France, the tracking shows the item was delivered on June 9 got an email on the 27th he has not received the item. Paypal tracking shows that delivery date, however they are holding the payment. Am I responsible for the item?

Are you a new seller experiencing paypal holds?
Tracking shows delivery on the 27th. On July 31st, on the 4th day after delivery, upload tracking to ebay and paypal. Ask paypal to release the money while you remain on the phone.
Also a quick note to the buyer that tracking shows his item was delivered on the 27th.

Not sure which information you mean.
If a seller states that he is not getting his money, then I immediately think paypal hold. Now this seller is not new and has a current account, but there could be holds for other reasons.
OP stated buyer contacted him on the 27th which was the same day that tracking shows delivered, so on the 4th day you can call paypal and ask that your money be released.
OP did not mention that the buyer opened a case, so no need to address that.

He filed a claim with PayPal, but he closed the complaint on the Ebay's resolution center. I emailed him to check with the P.O. he replied that they said I have to do that. I suggested since that will be someones loss we just split it but he refused. My trouble is that I am hearing impaired and not able to use the phone so I can't call Papal. I am also 87 years old and not computer savy. What can I do, will I lose the case even I did everything right?

@blacks2 My suggestion is to ask a friend, family member, or neighbor to come over and have them help you make a call to PayPal. Is this a possibility for you? It's the best & quickest way to handle a situation like this.
Did you also take action to upload the tracking information & a screenshot of the delivery confirmation to the case? Even if PayPal can already see the tracking, make sure you specifically add delivery confirmation to the case as an added precaution.
It sounds like the buyer's postal carrier required them to file the INR case. Try to get someone to help you make a call to PayPal and get this resolved right away.

If tracking shows delivered, you are not obligated any further in order to receive your funds.
I also have a slight hearing problem on the phone and when I call paypal and tell them they are able to adjust their headset so it is much louder.
Call paypal and shows them that it was delivered and ask that they close in your favor and release your funds while you remain on the phone.
This should be a slam dunk in your favor.

I was just confused when you said tracking shows delivery on the 27th, when the OP said it was delivered the 9th. It was just the way you expressed it...thats all. Not a problem.

Thank you very much, in my case I am deaf. I jugled around PayPal, all it says the payment is on hold, I find nowhere an email address to contact them. On the transaction it shows the tracking, so they should see it. As one reply says I don't have to do anything Paypal will see that. I have nobody to call them, my wife has no idea about that.

I cannot believe in today's day and age there is not a way for those who are hearing impaired to call paypal.
I googled it and all I see is some type of relay system that can be used.
Otherwise it has to be done through email.
Do you have anyone who might be able to do this for you?
Even if your wife is not familiar with the rules you could write it down and just have her read it to them.
And then have her write down their response as you go.

I agree. OP, even if you don't have the technical ability to use relay software referenced above due to your age and circumstances, you shouldn't give up on having your wife make the call for you. She doesn't need to understand PayPal. She can put the phone on speaker so her hands are free and you can sign to each other throughout the call. Don't give up!
