I accepted a return on some items, however the buyer only returned about 1/4 of original shipment. I cannot find anywhere to report this. Not in resolution center or on the open case ticket.
Does anyone know how to handle this other than calling ebay?

Sorry to tell you this, but even if you did call eBay there'd be no way to 'handle this'. Have you reached out to your buyer to see if it's an oversight? If eBay sees the return delivered, they'll expect the buyer's refund to be delivered.

So basically the buyer is a cheat? I sent him an email so we'll see what he says.

It's likely he is. But let's give them the benefit of the doubt right now as you reach out to them. I've had buyers admit to that mistake and it gets rectified. But if you hear a reply within.... I'd give it 4-5 days, then you can call in the air strike.
My account has the opportunity to give the buyer a less than full refund. This situation will totally merit that action.

EBay says I have until the 9th to refund him or he may ask them to step in. Perhaps if I don't hear back from him I can use that time to update them (ebay) on the situation.

Just a followup for future readers. I ended up eating everything. The original purchase money, return shipping cost and 90% of the auction items because he kept them.
