I have a buyer who changed her mind about her purchase. I have a no-returns policy but I allowed her to return the item if she agreed to pay return shipping. I asked her to message me with the tracking number and she told me she didn't receive one. All packages come with tracking now. She claims she never uses eBay and doesn't understand how things work but she has 400 positive feedback. If I don't receive the return, am I on the hook for the refund? The purchase was over 100.00. I'm not sure if I'm being played or not. It seems suspicious.

Did your buyer open an official Return? (She won't have a label with tracking until you send her one.) If the buyer has not already, why not offer that she open that Return?
Afterthought... if the buyer 'Changed mind', the buyer will pick up the return shipping cost... but will have tracking.

Yes, I accepted her return. It's official with Ebay. So she has a tracking number. Good. This is why I don't want to mess with returns.

No, if you do not receive the returned package and there is no tracking showing that it was received, you are not on the hook for the refund.
If she never uses eBay, how would she have received 400 feedback?

I send packages out USPS our post office and there is always tracking on the receipt which the buyer paid for.
Unless it was a standard envelope or something a little larger for .66+ cents...Ouch...was it a post card or something flat? That would be possible. Depends what the purchase was.
It could be someone of the older generation who doesn't understand the complicated eBay returns...heck, I keep learning still.
If you get a return do the right thing...refund.
If nothing arrives then buyer gets nothing in a refund.

I'm guessing it's the Birkenstocks. Now... I feel that if an item sells once, it will sell again. Those great shoes will.
If the shoes come back through a remorse Return, deduct the original shipping and the cost of the return label (if it shows you paid for it) from the full refund. Adjust your price and relist for the right buyer. That'll be the very next one...
