I sold something and the buyer claimed it was damaged and wanted to return. I asked to send photos and I'd refund. They didn't do that. After 2 weeks went by tracking information was suddenly uploaded to ebay. The return shipping was NOT created through ebay. It showed it was delivered to me 5 days previously. I DID NOT get the item back but sure enough, the shipping showed it was delivered. It was also delivered at 9 am and I NEVER get my mail before 2pm wich made me skeptical. Now, this item weighed over 4 pounds. I figured out the tracking # was for a first class package!!!!!! I am PRETTY DARN SURE, this customer sent it someplace in my town, an envelope perhaps or something...maybe to the library ( a legit address) and it was just thrown away.
I'm stuck because Ebay says it was returned, here's the tracking info that shows it was delivered. I'm forced to refund this buyer now who NEVER responded to any of my inquiries to try to help. I don't know how we can prevent this from happening again!!!!

This is a tough situation because right now you're on the hook to take a hit on your metrics over the not as described claim, so I get why you're frustrated. But I wouldn't agree you handled the situation as well as you could have either.
You stated ebay found the case in the buyer's favor, and that their claim for not as described was invalid (sounds like it was).
The problem is, you're setting yourself up for problems with your return polices, and more so your mentality towards your buyers. You don't accept returns, which is enough to make buyers apprehensive to begin with. A lot of people view this as "if there's a problem with your order, I'm not willing to help." And let's face it, this isn't the greatest mentality to have as a retailer.
If you don't want apprehensive buyers, then make them feel like they can trust you. Anytime a buyer isn't happy, I tell them to return it, here's your label. I do other positive things like leave feedback right after printing their label too.
While its true that many will lie about the reasons for their returns to avoid the shipping costs, you're greatly increasing the likelihood of getting hit with not as described claims. Many buyers will sooner message than open a return case, which helps to avoid dings on your metrics. But they often wont do this if they think you're going to put up a fight.
You also did the right thing to report the buyer for lying about the reason for their return. But you messed up by not accepting that return. ebay will almost always refund when a seller refuses to accept returns.
All being said, I avoid a lot of problems with buyers, and ebay itself, by simply offering 30 day returns, and when they aren't happy for any reason, I will always accept a return no questions asked.
Its better to focus on ways to drive more sales than to waste time fighting returns.

I went to my post office today and the employee there did confirm it was NOT shipped to my address however he said he couldn't tell me where it was sent. I called USPS and they told me the same thing so I filed a fraud claim. I don't know what's going to happen with that. I'd at least like to get some sort of evidence to show Ebay it wasn't delivered to me. That's why he didn't do the return label through Ebay because he wouldn't be able to change the address.

Did you ask the post office for a statement that the item was not delivered to your address?They can certainly pull that up on their gps. They dont have to give the address it was shipped to.

I have some great teachers that are polishing up the rough edges, I just dont think they realize yet that they are active participants in that polishing 😉

Yes, I am going to try to do that on Monday at the regular post office I go to. I was at a different one today and quite honestly, the guy working there was a jerk. It took 10 mins of explaining for him to just go look and see if it did go to my address!
