I just listed two new items and see that both are  "or best offer"  When I posted this I did not choose a choice only Buy it now as a Fixed Price.  Has something changed?   I understand I don't have to accept any offers but why mislead a buyer into thinking so.

Did you accidentally use the new Quick Listing Tool?

If you used the simple form, Quick Listing form, that is the Ebay default.  You can't remove it there.

If you use the ADVANCED listing form, you can remove this by unchecking the box next to Best Offer.

Of course, as you said, you don't have to take any Best Offers.  Or you can raise your price slightly to give a few dollars off.
