I sold a laptop that had a buy it now price of 750 but someone made an offer for 1,250 but eBay sold it for the buy it now price before I had a chance to accept the best offer. Is there a mistake? At the bottom is says regular price or best offer. Shouldn’t they have waiting since the offer was higher?

ebay saved you.
The person who offered 1, 250 is a scammer.

Also, if you think a genuine buyer would offer more than the buy it now price, you have to ask yourself if you should be selling on the internet at the moment. You need to be more savvy about online scammers.

I forgot to mention, you need to be aware of fake paypal emails.
You are selling a high scam item.
Always check your paypal account to make sure you have actually been paid.

When an offer is made on any item, until the offer is accepted or declined, the item is still available to anyone who wants to pay the buy it now price. It has to work that way, because ebay doesn't know if the offer is going to be accepted or not..

Imagine the complaints if a seller got an offer for say $100 and that blocked the buy it now of $750. Sellers would flood the boards.
