Sold an item and as usual shipped from within eBay. About a month later I get a dispute message that buyer didn't authorize purchase. I provided tracking id, showing delivered, which same ID is in item order details anyway. A couple of weeks later I get a message that eBay had ruled in buyer's favor. I am out of my item and $. Just like that. This is the second time this has happened. I start looking and realize there's no longer a way to call up eBay, yes, no? Do I have any recourse or that's it, just a loss?

A buyer not ''authorising a purchase'' sounds more like a CCCB than a claim via eBay - and they are difficult to fight.
Sorry this happened to you, you could attempt contacting eBay on social media, but not sure what can be done now after the fact.

The good news is you "am not out my $" but just the item*:
The buyer paid $ and you repaid $ so it's a wash.
*plus shipping and fees.
Also, eBay did not rule in the buyer's favor.
Instead, buyer's card issuer ruled against PayPal/Adyen,
then PayPal/Adyen took the whole $ from eBay,
and eBay billed you the $ plus $20.

There used to be a lot of postings like this when eBay first started moving to MP due to the way eBay/Adyen purchases/charges were posted to the buyers CC account. Those have subsided a bit over time as buyers got used to the new format of the CC statement line items.
That being said you responded to the case like it was an INR and uploaded the tracking information when in reality the buyer was claiming they did not make, authorize or recognize the purchase. A couple of things could have happened. The buyers account could have been hacked, their CC information could have been stolen or more than likely they simply forgot what they bought and/or cannot connect the CC statement to the item.
There were some indication that eBay had automated this type of case and while the buyer was refunded it was eBay who refunded the buyer out of hide and did not take the funds from the seller. Check the message you received from eBay did they take the funds from your account or did they refund the buyer out of eBay funds?
You can contact the buyer and let them know you received the chargeback and remind them what it was they purchased. Ask them if they recognize the purchase and if they do not you are going to file a police report and report to eBay that their account or their CC has been hacked and somebody is making purchases against their account and/or using their CC to make purchases.
I believe you can appeal the case to eBay and provide them with more information, which they already have but seldom take the time to look at, regarding when the sale was made, what the item was, what the cost was and when and where you shipped it and to whom.
These days it is best to contact eBay through Face Book. Call in customer support has become pretty much useless and those individuals have no authority to do anything. Those handling the FaceBook connections are more familiar with how eBay works and are empowered to take action in some cases.
