Business Policies - Intl countries not showing on some listings

I'm going crazy with this.  Got a msg from someone in Canada asking if I can ship a DVD to Canada. I'm in the international shipping program, so Canada should be there. Checked the listing and it says US only. I just created shipping policies for the first time a couple of weeks ago, so maybe I'm missing something or messed up something. But items with the same policy are displaying different options on different listings. I'm lost.

It's an ebay glitch, not me.
