Do you mean like to combine items together so the shipping is easier?
If this is what you mean then one easy way is to contact the seller to see what their combine shipping would be before you agree to a purchase. If their price is not satisfactory then do not purchase from them.
Unless the items a variation of each other then it would be difficult to know shipping charges for a bunch of different items that may or may not be able to ship together..

Tell buyers to use the shopping cart for combined orders and offer volume pricing.
I do a lot of bundle deals just through the message system. I just tell people send me a list and I'll give you a deal. Did 3 or 4 like that in the past few weeks. If we make a deal I end the listings but don't delete them from unsold in case the buyer backs out it's easy to relist them. Then I list the items as a lot and send the buyer the link to it.

On Ebay we call that Combined shipping. Sellers can make this a very easy process for buyers if they choose to. As a buyer if you don't know how to accomplish this with a seller, just contact the seller and they will help you.

I believe what the OP is talking about is why doesn't ebay make it easy for a buyer to request a bundle deal from a single seller. I think some other sites do this.
It isn't simply about combining shipping, either. A seller might have five items I'm interested in, maybe some could be combined for shipping, maybe some couldn't, but the question is more about total item price. So, to keep shipping out of it, let's say all of the seller's items are "free shipping". But the total price for all 5 items is $75.00, but I want an easy way to offer the seller, say, $50 for all five together. It's just like a flea market or yard sale.....buyer makes a pile and says: would you take "x" if I take all of this?

Agreed. I am a seller, and you are correct. Combined shipping is not the answer. Another e-commerce platform allow buyers to select items, and then the seller discounts the bundle. Easy and efficient.

If buyer puts items in a cart and request total there is a option for the seller to offer a discount or to increase the price. I use this option before to add for cost of a additional item that was added to order.
The Seller discounts(-) or charges(+): was not always available. Before the only adjustment that could be made was the amount of shipping charge and that could not be discounted more than what was collected but could be increased.

We know on eBay it is called combined shipping. Combined shipping is not the answer. As one eloquent community member opined, " A lampshade and a 5 pound dictionary should never ship together." There are e-commerce companies like eBay that make it very easy for buyers and in doing so make it easy for the sellers. Not rocket science.

Some of us have no interest in selling bundles other than our own creation.
When things go wrong, and they sometimes do, it is more difficult to reach a mutually agreeable result in lieu of having a return of all the items and a loss of the shipping charges.
Some of us also do not want to deal with buyers who want a large quantity of our cheapest items with the lowest dollar margin. It devalues the time invested in listing the items.
Discouraging bottom feeders is fine by me. Even though I often bottom feed.

There is. You have to set up a combined shipping rule.
Every item I post here, I remind my buyers that they can make their own bundle. You can too!

I'm confident you know that is not what the OP is talking about. They are talking about multiple purchases with the same seller that can be shipped together.
FYI The shopping cart doesn't work for everyone. Ebay has never resolved some problems that have persisted for years.

Sure it is. The seller will tell you what has to ship on it's own and what they can put together to save on the shipping. The key is communicating with the seller.
