Bulk Sell Similar Not Working

I use bulk sell similar every day....now when I go to do this for the first 10, it gives me a message that my account is not valid to sell on eBay!  This isn't true since I can do them one at a time but what a pain!  

PLEASE FIX THIS!

Make sure you have a valid payment method or backup payment method for your eBay seller fees. If possible, add a credit card as a payment option.

I have heard another seller say bulk relist or editing is not working.  I have had 0 problems with this.  I am thinking it is a per user issue.  NOT a systems issue.
