If I do a bulk listing to show that more than one (quantity) is available, does this increase any possible Ebay fees or costs to me? 2nd Question: To change to bulk listing, do I simply increase the quantity from one (1) to more than one such as 25?

You will be charge the Final Value Fee on each item that is sold. If you sell one item then the fee is based on price of that one item. If you sell five items then the fee is based on the price of all five items. The Final Value Fees are only charged when you are paid for an item.

Agree with the above.
To answer your second question, yes, just change the quantity from 1 to however many you have on hand. IF you are being charged a listing fee the fee remains the same regardless of the quantity, so there is no extra fee there.
