I have an item that I am selling as $50 bin with a bo. I have the automatic decline set to reject offers under $35. I have a buyer who made two lowball offers that were automatically declined & then they sent me a passive aggressive message saying that I am asking too much & that they had bought the same set a few months back for $18. They got extremely lucky & got a ridiculously crazy great deal. (I wish that I had found a deal like that when I was putting my collection together tbh.) I didn't bother to answer them and put them on my blocked buyers list. My question is, since they had already put offers in on this item, will they still be able to after I put them on my bbl? Also, will they still be able to message me?

They can no longer send you offers.
They can still message you.
But that can be fun because you'll often get messages questioning the block while claiming they're the sweetest person on earth and it's so unfair that you don't want their money.

You are absolutely correct about if you but a buyer on your BBL and if they have had a transaction with you, no matter if you have the block in place for communications, they can communicate with you.
As to your "rumor". That is completely unfair and you are passing along BAD information in an effort to scare others. There was ONE case of this and the Ebay CSR was schooled on the matter. It appears you only have enough information about this to be incomplete with the details.

Even 'one case' was one case too many for such a situation. And I don't believe it would be paranoid thinking to assume that there's more than one case of this happening; it's just that there's only one case that's been brought to the board's attention by a member/seller with first-hand knowledge. That action shouldn't have even a option in a CSR's toolbox. (Having had years of CS experience here. )
I also think many long-time members may have little faith in Ebay's concept of...schooling. This does seem to be a company set on not wanting the left hand to know what the right hand is doing (or beta testing or implementing without permission or secretly charging or...)

I'm pretty pragmatic about pricing my items, but when a would-be-bidder takes on that tast for me, I block, block, block...And if they then message me, I ignore, ignore, ignore!

Well, it seems the buyer realized they were blocked because they bought my item at the bin price with an account they just opened today and now I have to ship it to them. I am not happy because I don't have a very good feeling about this transaction at all. If anyone has any suggestions, I would REALLY appreciate it.
I swear, for some reason whenever I have problems with selling here on eBay, I always get the super whack-a-doo crazy ones. Fortunately, it's fairly seldom, but still... 😭😭😭

eBay blithely ignores sellers' preferences and settings on everything else. Why should the BBL be any different?

I personally do not agree. I've been around a very long time and I've been on the threads for a long time. One unusual report does not make a situatuation to be paranoid about nor one that needs to be spread as a rumor of a larger problem.
Yes everyone should always have their eyes wide open and their Minds when doing business on the internet.

Scaring people and passing around bad or incomplete information isn't the answer. That does a great deal of harm too. If you have proof that it has happened beyond the one time, post it.
