The same bidder has won the same item twice and the sale has been cancelled for non-payment.  Now she has a bid on the same item for the third time.  Do I have any options?

Cancel the bid and add the buyer to your BBL, also set your blanket blocks to blocking any bidder/buyer from purchasing from you if they have 2 or more strikes in 12 months.

Cancel the bid and block the bidder. They do not get to keep trying to buy it for a better price.
