I believe eBay sends the buyer messages on your behalf. If the buyer doesn't pay after a certain amount of time, eBay gives you the option to cancel the sale and relist the item. I think this is how it works.

This is exactly how it works: If/when your buyer hasn't paid within 4 days of the end of the auction/listing, you, the buyer, can cancel, citing "buyer didn't pay" as the reason. No need for messages, eBay sends them.
Then here's what happens: Your FVF is refunded, you can re-list if you'd like and the buyer has a "strike". Smart sellers have set their buyer requirements so that buyers with two strikes in twelve months cannot buy from them.
Please go back and read more about the way selling works on eBay.

Here are the instructions on how to cancel the order using the reason that the buyer
didn't pay so they get an unpaid item strike and you get your FVF refunded.
You need to do it manually for this one.
You can change your settings if you want to so that eBay will do it
automatically for you.
