What can be done about a bidder who’s bidding and canceling on several of my auctions? How can I address this? I believe the bidder is just fishing for the high bid amount.

You're a new seller and a target. Stop listing auction style listings and put all your items as a fixed buy it now price with immediate payment required. No best offers either. Since I discontinued auction style listings, I can say I have not had one person not pay me to this day. Easy.

Your Unpaid Purchases page for automatically closing Unpaid items (i.e. so you don't have to do it manually) and giving deadbeats an Unpaid slap is here: https://www.ebay.com/Cancel/Preference/UnpaidPurchase
(There is also an exception list maintained on that page if you want to exclude buyers whom you're allowing to pay late.)

P.S. Don't open your auctions at one cent unless that's what you would genuinely accept to sell them for if you only ever get one bid. You don't get to cancel just because the bidding didn't go higher. Set your opening price to be what you would like to get for them, and then every bid after that is gravy.
