So I got "My dog didn't like the treats..." as negative feedback. Should I just leave it? Other customers said the treats were wonderful and that their dog devoured them all.
What is the best way to deal or not deal with the negative feedback?

Customer, in this case "dog" is allowed to decide if they like your product. Everyone knows pets can be picky eaters. It would be silly to respond to this.
Product review do not affect your 100% feedback score.

Where did you read it was a product review? The OP received negative feedback, so yes, it did affect their feedback score.

You get a total of only 10 days to ask buyer for a 'revision' of the feedback. Partial refund maybe?
'What can I do to make this better?'
After 10 days you are stuck with the feedback.
You can response to their feedback...'dogs can be picky eaters like people'...or 'if only dogs could talk?'
Someone that shows it's not your fault...feedback.

I've had "product review" negative feedback removed before.
I would keep trying.

How long ago was that? It used to be forbidden to leave product reviews in FB per eBay policy, then eBay quietly removed that rule, then eBay flipped a switch and now product reviews are encouraged by eBay in FB. They reworded the FB page telling buyers to say what they think of the item.

I would just refund the buyer the $20 they spent (or offer to) and see what happens

Personally I would ignore it.
If you feel inclined to respond maybe say something like:
Sorry to hear you dog didn't enjoy these treats as much as my dog does!
