Ebay needs to quit lowballing prices in offer section, if I wanted a lower price,I would list at that price, they are causing me stress with cutomers and costing me money.

I don't see how eBay is to blame if potential buyers are sending offers that are too low.
You can choose not to use the "Best offer" option at all, or you can go to your site preferences and set up an automatic decline price so you never see those too-low offer at all. Some potential buyers see a super-low offer as just a starting point; they don't expect you to accept it, they're just interested to see what your counteroffer would be.

I'd set up the minimum offer level if you are stressed about it. I have a min offer acceptable on every item that I sell, with very few exceptions (and those are for listings that I'm not considering offers). I wasn't stressed about receiving offers, but I didn't want to have to re-think what my min acceptable would be - I find it best to set that limit when creating a listing.
The downside to setting min levels is that some buyers get fairly annoyed. They put in an offer, get an auto reject, and you never know that there is an offer on the table. After a buyer makes a few attempts, they give up. I've had several write to me, complaining that I'm not even responding to their offers. I have to explain how the min level works to them.
