Hi,
I have a buyer who would like to purchase more than one item. I have no clue why ebay has the default setting under buyer requirements as 'buyer can only purchase 1 item within ten days' that applies only to buyers with feedback of 5 or lower. Anyway, I never thought twice about it because it never came up. So this buyer has feedback of 4. She purchased one item. We figured out the problem. I changed the settings. I am assuming it takes 24 hours for the settings to go into effect because she still cannot purchase a second item. Now:
Is it possible for me to send her a best offer on said second item, she accepts, and thereby gets at least two? Or no?
Not really concerned at this point about how any of this affects my TRS because eBay just went ahead and dropped me down to standard stating that I ship about half my packages late EVEN THOUGH my shipping states it is on time, and my feedback is great!! 😕

If you're not concerned with TRS, let's dance.
Might consider canceling the 2nd item your buyer is interested in. The item is now "off ebay". You could then work with your buyer on relisting the item with an agreed upon BIN price at a time they'll be able to scoop it up, after the changes made have taken affect. And, as buyer has already established a contact back and forth with you on the first item, shouldn't be an issue with the member to member exchanges.
Now, if you're up for a little tango, might be a bit more "creative" with that 2nd item, cha, cha, cha.

If the buyer sent you a message, and you haven't replied, when you hit reply on that first message, there is an option for you to send the buyer an offer. They can then accept it.
This is only on your first reply to the buyer, it disappears on subsequent communications.
