To answer the "why" ...
Because if there's one thing ebay hates it's for sellers to have to "relist" something after it went unsold. In ebays eyes this actually costs them money by not generating revenue for them.
Yes of course it doesn't actually cost them much of anything since there are millions of listings but ebay is doing more and more, whatever they can, to try to help sellers get their items sold even if sellers are not interested in lowball offers. They add best offer to everything more and more without sellers realizing it in hopes that even though the seller didn't put that there that they will accept some kind offer they receive.
Whether any of the sellers here want to believe it or not, its the BUYERS that make ebay the most money. That 12% of every completed sale far outweighs the peanuts the receive by comparison for listing fees, insertion fees and etc.
