I had a best offer on an item and before I could review it, it was retracted. Ebay sent the following message:
A previously entered offer on the following eBay item has been retracted. You can view the retraction and the reason provided by selecting the (history) link from the individual item page. Be sure to refresh or reload the page to view the most up-to-date information.
I cannot find a history link on my listing to view the retraction and reason. Is this no longer available or am I missing where/how to do this?

There should be a link next to the item on your active listings page that says Review All Offers. That page includes offer history.
There are only 3 reasons to retract - entered wrong amount, couldn't contact seller, listing changed since bid/offer was placed. There is no changed mind reason which is the case 99% of the time. The reason selected doesn't really matter because it won't tell you anything and there's nothing to do about it.

Go to your listing and click on the make an offer button.
The reason should be there.

That suggestion does not work, here is what I got when pressing that button in the listing.
Sorry, but sellers are not permitted to purchase their own items.

Nope, The new manage listings page shows when I press active listings. There is nothing there for history of best offers for this particular item.

Buyers may submit a Best Offer and then decide they don't want to wait the 48 hrs that they may already know it may take. They want to just walk away and shop some more.

Yes, I understand that. However EBAY is giving me information to do something, that can't be done. That is what is frustrating. Suggestions made here do not work either.

Did you add one of your item numbers to the end? One with an offer history?

I had the very same thing happen to me and I couldn't find it anywhere.
As well, I sent three best offers out to a customer last weekend and she didn't receive any of them. I had to put all the listings In a single message before she received any information. She thought I hadn't responded.......grrr

And yet again, it does not show offers received and retracted, IE no history! It tells me there are no offers to manage. I did this before coming here, which is why I came here to the boards to see if anyone had a solution that would work. Maybe this is the new EBAY updates, that are now causing yet another glitch.
