Being charged with insertion fee even though I have 1000 listings available

I currently have the premium store where I can list 1000 listings and I have not used any of it, and now when I try to list a single item I get an insertion fee of 10 cents. I am no where close near my selling limits this is such a weird problem, It says the following

Premium Store Subscription – 1000 Fixed Price Listings

Start:Dec 1, 2017 at 12:00am PST

End:Jan 1, 2018 at 12:00am PST

Used/Left:1000/0

Hi there. What category are you listing in. Not all categories are free.

@deftcorp You have over 1100 listings, so no you have no free listings left to use.

I am listing in toys and hobbies> collectible card games > individual cards

what does that even mean I still have listings available and I can list up to 4000 items so that makes no sense

You have used your 1000 listings... and you have zero left, 

so anything over that first 1000 you pay insertion fees.

Yes I do... with a priemum store you get 1000 FP free insertions.

So you list 1000 GTC only, the next month you have 1000 more.

but it is not a new 1000 on top of last months 1000, they don't add up.

as each listing rolls over into a new month it uses one of your free listings

you have around 150 some listings over your 1000 free, you are being charged for these every month.

You also have 500 a month auctions and unlimited guitars ???

The ebay wording is well... ebay it makes you think you get a new 1000 listings per month.

But a store limit of 1000 items is a hard limit after that you pay.

Yes. Anything more than the 1000 eBay charges you for. GTC renews every 30 days, and eBay will charge you every 30 days for each listing beyond 1000.

Did you not understand that every 30 days, when a listing rolls over and relists, it counts as a new listing?
