You are not charged for a scheduled listing until it goes live, but until then, eBay can't know if you will have any free-insertion-fee listings available or not. So it shows you how much the insertion fee would be, assuming you have to pay it, but if you have free-insertion-fee listings available when it goes live, then each listing would use up one of those instead of you being charged for it.
Currently, you have 119 active listings, which appear to all be auctions. I also see 147 closed auction listings that have ended since June 8, so those were also started in June assuming they were 7 day listings. That makes a total of 266 listings that you have started in June, so you have used up all your 250 free listings, and will have been charged for the last 16 listings of the ones you started today.
