You just created your eBay account today, registering in India. You're not eligible to list items for sale yet.
You need to register to receive payments first. You will be an export seller, so here are the instructions for getting started as a seller. First you have to register an eBay account (steps 1 - 3) which you have already done. Then you need to register a Payoneer account to receive payments to, which starts at step 4. You will create a draft listing (which you can delete afterwards, or keep it and post it later) and then you have to create/link a Payoneer account. Once you have a Payoneer account linked to your eBay account, you need to wait until eBay says you can start listing which may take several weeks.
