I won't even try to call ebay CS. They're too out to lunch.

Other than that, you may want to try a different browser, creating the listing on the app and finish it on a PC, or visa versa, or find a similar item and use the Sell Now button under the pictures in that listing.

Personally, I would suspect you either need to verify some information, or try a different browser.

I had the same problem the other night. I just kept trying and it cleared up after about 1/2 hour.
