My understanding, after reading the relevant e-Bay page, is the following:
1-The fee is an annual rate, but paid monthly, of $21.95
2-A reduced FVF
3-1000 free monthly listings or 10000 in selected categories, which includes DVDs and games
As I am turning 80 this year and not as sharp as 1/2 century ago, as it applies to DVDs and games, I am especially concerned I am understanding #3.

1. You can choose to have a month-to-month subscription ($27.95 for a Basic store), or you can have an annual commitment at a discounted monthly rate ($21.95). I strongly recommend that you start out with the month-to-month commitment until you're absolutely sure that a Basic store is a good fit for you. If you have an annual type subscription and decide to cancel it, there is a substantial "early termination fee" that is based on the number of months left in your year commitment. The Store terms of service agreement has a chart showing the fees.

2. Store subscribers pay a reduced FVF rate in MOST categories, but alas NOT in the "Movies & TV" category, where it's still 14.55%, same as for non-stores.

3. A Basic store subscription gets 1,000 free insertions per month that can be used in almost any category, PLUS 10,000 free insertions for "select" categories which includes video games and movies.
