Bad address-- Book being returned to me.

Hello sellers-- I sell mostly  books.  I mailed a sale to the ebay/paypal address.  I received a notice after  "Out for Delivery" that it could not be delivered "Insufficient  Address".  I researched the address.  The street and number was in Brooklyn, city and zip was in Manhattan.  I emailed buyer and told buyer about problem.  Buyer acknowledged he combined old address with new address.  I told buyer telephone number and address of post office where book was, suggests he call and/ or go to post office with id and
I thought that he could get book. This was based on my previous experience.  Buyer was out of time and would return to The City on Monday 8-3-2020.  He called no answer. Then he emailed post office.  I emailed buyer saying go to Post office, they will not answer email.  Buyer did not seem to have any urgency in this matter.  The book is now on its way back to me,  I will have to pay return mail because its media mail.  I did everything I could to help this buyer.  I do not want to deal with this buyer anymore.  How much do I have to refund ? I paid  postage going and coming back.  Paypal will not refund anything and I paid extra fee because buyer paid with foreign currency.  Ebay will not refund unless I do total refund.  I have have incurred 2 x $3.86 postage + $1.15 paypal fee and $ 2.13 ebay fee = $ 11.00. If i take total payment - fees, it leaves  $ 6.78.  I know this whole thing is a peanut, but I put in a lot of effort getting all the info and  trying to get this buyer to pick up the book and I really need the money.  Any advice would be helpful.

Bad address-- Book being returned to me.

The error was your buyer's responsibility.

He is supposed to give a usable address.

Since the book was Undeliverable, it is no longer covered by the Money Back Guarantee

Technically you owe him NOTHING>.

Ethically, you do since he paid for something and did not get it.

But, you can deduct all your costs, including eBay and Paypal fees from his payment and refund only the remainder.

Again, this was the BUYER's error.

Don't refund until you get the book back.

And you may want to put him on your Blocked Buyers List.

This kind of bidder is just as bad, if not worse, than a non-paying bidder.

The lack of effort on the buyers' part indicates that he may have changed his mind about wanting the book when it was about halfway to NY.

Hi femmefan1946.  I have been trying to find in ebay policy where it says bad address voids buyer money back guarantee.  Do you have the citation ?  Thanks
