Hi, I'm a seller on eBay since 2013, I try to sell my item and went through eBay to see if there any item like my to know what it is, I didn't add to my watch list or anything, next day there an offer pop up I thought that a buyer sends me to request an offer to buy my item so I accepted and realize that I'm buying from some seller and in 30 seconds I quickly send a message to seller to request to cancel the order and the next day I still see not cancel yet so I send more messages NO answers No respond in 2 days, it's seen that this seller hasn't sold anything in a month or something, really sorry to say that this seller is very desperate to sell. The item plus shipping is only $15 USD. I really want to send this seller a message to say that I willing to give you $20 and don't want the item if you really need money. My questions are how to do their known and send me an offer that I didn't watch the item?

eBay notes that you looked at the item and allows sellers to send offers.  You don't have to put the item on your watch list.  The seller does not have to accept your request to cancel.  They can open a Non-Paying Bidder dispute against you and you will get a strike as a buyer on your account.  It doesn't mean much and you can ask eBay to remove it - no promises that they will agree, but if it is your first one, they often will do so.  But if you go a year without having another one, it will disappear off your record.  If you don't buy with that account, it won't effect you at all.

You can always just pay for the item you bought & move on

Sellers that do not accept a buyer cancellation request are not necessarily desperate & in need of the money

it is your mistake not the sellers
