BUYER LIED AND LEFT NEGATIVE FEEDBACK. EBAY SAYS NO VIOLATION TO THEIR POLICY.

BUYER BID ON ITEM AND WON THE AUCTION.  DID NOT PAY CLAIMING TO HAVE ISSUE WITH BANK ACCOUNT.  PLEADED WITH ME TO RELIST SO THEY COULD COMPLETE A COLLECTION, WHICH AGAINST MY GUT FEELING DID.  THEY DID NOT RECEIVE THE ITEM ACCORDING TO THE TRACKING NUMBER ON THE DAY IT WAS PROJECTED TO ARRIVE.  USPS ADVANTAGE SERVICE (NEW) DOES TAKE LONGER NOW FOR DELIVERY TO BE MADE AND WHERE THIS BUYER HAS ITEMS SENT IS SUSPECT IN MY OPINION.  I HAVE A HUNCH THIS BUYER HAS SCAMMED OTHER PEOPLE BY DOING THE SAME THING.  IMMEDIATELY, NEGATIVE FEEDBACK WAS LEFT BECAUSE THE ITEM DID NOT REACH THEM ON SAID DAY.  ALSO, I DO NOT SHIP ITEMS UNTIL I AM SURE THAT THE PAYOUT IS VALID AND HAS REACHED MY BANK.  THIS WAS ALSO DELAYED BECAUSE THIS TOOK PLACE OVER A WEEKEND PLUS THE EXTRA TIME FOR THE POSTAL SERVICE DELIVERY.  BEWARE OF SCAMMERS OUT THERE.  THIS IS THE SECOND TIME I HAVE HAD TO UNRAVEL AN ISSUE WITH A VERY DISHONEST BUYER.

   It's obvious you're excited and upset, but please stop using all caps... It's the equivalent of yelling at us, and is totally not necessary to get the attention of seasoned sellers here.

Just a point in your post....

is bad policy on your part, and just asking for trouble from your customers.....

The date your buyer sees for estimated delivery time is based on handling time + USPS time....

sometimes it can take 5-7 days from the moment of sale intil the payment hits your bank...that is unacceptable

Did the buyer open a claim? 

Did you have to refund?

How exactly did the buyer scam you?

 

More details in smaller letters would be great.

   There's your problem... You delayed shipment unnecessarily by waiting until the money was in your bank. Your payment is already secured  when the purchase shows up in your Seller Hub under Orders > Awaiting Shipment. When it does show up, ship immediately. Don't worry - as long as you are properly set up on Managed payments, your money will get to your bank account. Your buyer should not be punished just because you demand that you are fully paid all the way to showing up in your bank account before shipping.

   Additionally, eBay's shipping estimate is in business days. It excludes weekends and holidays.

You've made a number of errors. 

 

1. BUYER BID ON ITEM AND WON THE AUCTION.  DID NOT PAY CLAIMING TO HAVE ISSUE WITH BANK ACCOUNT.

If the buyer didn't pay, you should have waited 4 days and canceled for non-payment. Buyer would have received a strike. 

 

2. THEY DID NOT RECEIVE THE ITEM ACCORDING TO THE TRACKING NUMBER ON THE DAY IT WAS PROJECTED TO ARRIVE. 

If the buyer filed INR, you should have responded with the tracking number that showed movement. ebay would have extended the claim to await the delivery scan, after which you would have won INR. 

 

3. I DO NOT SHIP ITEMS UNTIL I AM SURE THAT THE PAYOUT IS VALID AND HAS REACHED MY BANK.

This is another HUGE error on your part. You must ship within your handling time. Not doing so resulted in shipping time dings to your account. 

Note that once the buyer has paid and ebay says to ship, the money IS in your account, just sitting and awaiting release of the funds to the bank. But it's yours and holding off shipping isn't the right thing to do. 

 

Having made your feedback private, we can't see it to see if it violates policy and if it's eligible for removal. But sadly, it makes it look worse for you because it appears that you're hiding something.

Just a friendly observation:  Private Feedback troubles many potential buyers, because they wonder just what is being hidden.  It's better to just leave a brief, factual response to negative feedback to let buyers know that, if a problem should arise, you will handle it in a professional manner.

 

And there's no need to wait for the payment to hit your bank.  When you shop, you leave with your gas or groceries days before the merchants will see the money in their banks -- but the card has been run, the charge okayed, and all is copacetic.  Same with your eBay sales.

The 'Private Feedback' policy reads:

If you want to sell on eBay, your feedback comment information must be visible to everyone.

If you choose to make your feedback comments private, you won’t be able to sell items on eBay and the feedback comments you’ve left and received will be hidden from other members. However, your overall number of positive, neutral, and negative feedback ratings will still be displayed.

 

Out of curiosity, why do you choose to do that?

Dang, if I ordered something from you and you waited until the funds were in your bank account, I would leave a negative feedback as well.

 

BUT you say they didn't pay, but you sent the item anyway?

If you don't ship until the funds hit your checking account, you need to extend your handling time so orders are not late being delivered.

The fact that you refuse to follow eBay guidelines and do not ship on time is your problem, not the buyer's problem and not eBay's problem.
