BBE AND INR IS LOWER THAN THE MARKET AVERAGE

my bbe and inr rate is now very low below market average but still my account is in restricted mode Why??

ebay own policy also said that if restrictions removed when your inr% is lower 

"What should I do if my account has been restricted due to its performance issues? Will the action be removed if my INR% improves in the next evaluation cycle?

eBay will still evaluate the INR% of your accounts as long as there are eligible transactions. The restriction will be removed automatically once your INR% is lower or on par with the market average in the subsequent evaluation periods."

It says they will review on the next evaluation, the screenshot you posted says that your next evaluation is on July 14 so you will just have to wait until then and see what happens.
