Automatically send offers is enabled - all qualified items or it's only to new watchers?

I am not clear whether the automatic means for any listing that qualifies or only it means to additional watches of the listing?

A)

So does this "option" send offers to watches of any of my *qualified* listings with watchers? That is even if I create a listing tomorrow, will the automatically-send-offers option be automatically turned on for these new listings?

B)

Or is this meant only to send offers to additional new watches for a specific item listed for which I already have engaged with existing watchers and have already send them my offer.

How can I turn off or disable automatic offers on a listing?  Can I set a start date and end date on automatic offers to watchers on a listing?
