So I recently started using "authorized user" access for an employee to create listings.
They informed me that they were unable to add "volume pricing". For them, the entire area is just grayed out.
I checked their "permissions" and made sure that everything i thought could effect that option was allowed, but still unable..
Ebay support says that it cant be done and will be suggested to add "volume pricing" as a permission...
But i dont beileve them that its just not an option currently - I feel like I cant be the first person in all of ebay to want to have an employee be able to do this....

It very well might be just not allowed. MUAA is very poorly implemented so far. I hate that they haven't really been improving it that I know of either.
Edit: I have another account set up with MUAA linked to this one, and I see the same thing:
