I sent a card to be guaranteed by ebay, it has been non updated by USPS for a couple weeks. If the shipping label was missing the code, is there a way to see if the card made it and cant be moved forward because it is missing the guarantee code? -evtn:a9xsqvv for a Shaquille O’Neal Kaboom card?

If the delivery address was missing the evtn code, it should have simply been returned by the authentication center. The codes make the cards move more easily & quickly thru the process, and ensure the proper delivery label is attached to the outbound shipment, whether it's being returned or sent on to the customer.
What class of USPS service was used? We use eBay Intl Shipping at work (eIS) and get similar special addressing requirements. Interestingly, ShipWorks does not accept the order as shippable - we cannot print our label thru them and must instead use eBay Labels. My assumption is that there is information the ShipWorks cannot format properly on eIS labels and so they mark them as unshipable.
eIS shipments have the additional fun of not being trackable thru USPS - there is a tracking number generated, but it's for eBay use, not USPS. This is the same for eBay Standard Letter (ESUS) - the tracking number generated cannot be tracked by USPS, but eBay says they can track it. This is usually not a bit deal... until eBay doesn't update the on-site tracking and you can't tell if the envelope was delivered (unless the buyer left feedback) or if you're going to get an INR case to deal with. And ESUS not-received cases are a bit more difficult to resolve...since eBay has such a myopic reliance on their computer systems. When those systems burp or otherwise fail, it's the seller who has to prove they did burp/fail and eBay -should- protect the seller. They often don't, but that's another rant.
You may need to contact eBay to see if they've even bothered to set up a procedure for your type of shipment that is shipped without a completely addressed label. ie: what happens when the incomplete label reaches the authentication center?
If your label has USPS tracking and that tracking shows USPS pickup and processing thru USPS centers, but no delivery to the authentication center -- that's something that needs to be taken up with USPS. Even Ground Advantage (what used to be First Class, and more) has up to $100 automatic insurance - and you can file a lost package claim at 15 days past shipment. And they do pay out if they cannot find the package and complete delivery.
