Attention everybody who blocks international bidders in PayPal!!!

I block payments from international bidders in Paypal to avoid Chinese and other scammers because I don't ship abroad. Occasionally I unblock people if they seem trustworthy and politely ask me. As recently as last year I had no problems doing it. AND NOW THIS FUNCTION IS GONE from Paypal if you have Individual account!!  It was never announced in any PayPal policy updates (I read them.) To be able to do so, now you need to get a Business account. **bleep**???  I'm not a business and have no desire to be one.  I was so **bleep**!! How can they remove a feature from a paid service without notifying you - don't you have to agree and accept changes in Terms of Service to make the change valid??? I had an online chat with a representative, but got nowhere. I don't have time to talk to a supervisor, so I had to upgrade to Business account to get this feature back, pretending that I'm a business. Why would they promote this kind of stupidity???

Which is EXACTLY why I signed up for a PayPal Premier account in 2001 when I registered. I have never in this entire time of using PayPal never ever had a Personal Account.

And I have a message from PayPal that the blocks are still in place but we just can't see them anymore. I found that very interesting.

Because PREMIER accounts were quasi business accounts, and we COULD.

Nope I didn't. Point taken. My sincere apologies. Now I'm even more afraid of Ayden.

Why?  Ayden is a completely separate company.  And sellers will have no dealings directly with Ayden, it will ONLY be with Ebay.

Which, right there, is the really scary part of the whole deal.

Ah. In the cancelling of the Premier option, then, it makes sense to drop everyone into a basic account. That means users have to proactively opt in to a higher level.

Any chance the announcement was actually made a long time ago, and flew under folks’ radars?

I have to be honest, I think this one’s a bit tempest in a teapot as issues go.

IDK, I don't know why PP would state they never sent an email on it if they did.  I also have not read from any poster here or elsewhere [it was talked about on other threads], that received an email on the subject.  But I have a business account, so I would not have even been sent the email if one existed.

When you are selling on Ebay, EVERY transaction is a business transaction.  There are NO personal transactions allowed on this site.  Like any business, our sales here should be claimed on our federal tax reports too.  Sad but very true.  And you do a nice little business here.

I'm personally like it that PP removed that option.  There were lots of sellers misusing that block in PP.

You do not have to ship to an international address if you don't want to.  You don't need the PP block to accomplish that.  Just make sure your listings are set up correctly and that you have your Buyer Requirements in your Site Preferences set up correctly.  There you can block International buyers that do NOT have US ship to addresses.

There is no problem to sell to an international buyer with a USA ship to address.  You do pay a little more in PP fees, but other than that, you are still shipping to a US address so it is just like any other US shipment you may have.

International bidders can still bid and pay unless you block them in Paypal. People complained that eBay blocks alone don't work without Paypal blocks. And I would not sell to a foreign bidder who is using a reshipper because of too much fraud from their part.

This is inaccurate.  The Ebay block is NOT blocking international buyers.  The block on Ebay blocks International Buyers that have a ship to address that the seller doesn't ship to.  In other words if the international buyer has a US ship to address, they are free to purchase from any seller on Ebay that ships to the US.

To use the PP block was blocking buyers that purchased from you on Ebay, within the rules of Ebay, yet the seller was preventing them from paying.

I've shipped to reshipper for years and NEVER had a single fraudulent issue.  People tend to want to block this time of transaction out of fear and assumptions and not on experience or facts.  The seller is ONLY responsible for the item to the address they ship to, so in this type of situation that is to the reshipper's address.  Once that item is shipped off to another country, the buyer's coverage under the MBG is VOIDED, per the stated policy.

It is also important to keep in mind that we have a whole lot of people with International accounts that are here in the USA on work visas, extended vacations, or any number of reasons.  So all these types of purchases are NOT going to a reshipping company.

There are many misconceptions about this process.  And it just isn't as scary as some might like to make it seem to be.

They sent out emails and had a banner on the PP site. I got an email and upgraded my account.

No I don't nor would I.  But sellers in this category have an enormous burden in regards to scam buyers.  Not just related to international buyers.  It is a category that is filled with issues and sellers have all kinds of issues to work through.  It is one of the highest if not the highest categories for fraud on Ebay.

With that said, it must still be a profitable endeavor as the category stays active and there are seasoned sellers there after all the years.

Most categories on Ebay are not like this one.

You did?  Would you please share it here.  You are the first poster that has said they got this email, even PP has said they didn't send one.  But as we know CSRs can sometimes be wrong.

Do you recall when you got that email because I went back through all my PayPal emails for the year of 2018 and did not find it. I keep all my emails from PayPal no matter what they concern.

Just posting to the end of the thread.

PayPal made some recent changes.  I did not get any notice, nor see any "banner" when logging into PayPal.  However, it came to light in other buy/sell groups to which I belong.

All of a sudden users were unable to send a "PayPal Invoice" when it worked perfectly fine the previous day.  Someone called PayPal to ask about it, and were told to upgrade from a personal account and the feature would re-appear.  It did.  So I would presume that there are other features as well that would not be necessary for an account not accepting funds for goods and services.

I wonder if they've also taken away our access to financial statements etc.

Log in and find out.  Let us know.  I would, but I have a business account, so I can't see what some of you are seeing.
