So I shipped out a rather pricey item. Due to Covid in WA state, it arrived late. Do I have to refund in full plus pay shipping both ways?
As soon as the return came in, I changed the listing to "No returns accepted" - I really hate eBay return system - no one ever contacts me, even though I state it in all my listings - they immediately open a return first.

If you received it as a fully re-sellable item, which you must since you relisted it- you refund 100% including any shipping the customer paid.
Returns/refunds are guaranteed to all buyers, so 'no returns' is only for 'remorse' returns- including your 'relist' (and will be again automatically approved if it's 'not as described' or 'not received'.
Returns are 'automatically approved' so you will not receive a notification beyond the "you have a return" in your 'my ebay' 'sold items' section.

They haven't shipped it back, but the part that irks me a bit is 3 days after it was ordered, an attempted delivery was made (no access to location), then proceeded to disappear into the mail stream. Had they been there that day, or a note on the door (leave packages at the store next door, etc), then this return wouldn't have happened.
Unless I'm reading something wrong, it seems that I'm ended up paying shipping both ways even on remorse returns, and if that is the case - "no returns accepted" will be my policy on all items. No point in wasting time packing/cleaning/testing items only to have them come back because "I changed my mind" - I don't need sales that badly for the so called "10% increase" in sales when I could spend that time listing more items.

You pay shipping both ways if the return is 'not received' or 'not as described' and will whether you accept returns or not.
You can accept returns with 'buyer pays return shipping' which would be for remorse returns.
You can offer 'free returns', which you're not interested in, so does not apply.

'Attempted delivery' should count as delivered.
