IMHO there is no "Arbitration".
eBay has policies for sellers and buyers.
Sellers have what is called " Seller protection" which is very limited protection and buyer's have " Money back guarantee" which is extensive protection.
Beside this there are laws and regulations that buyers. sellers and eBay are required to adhere to and then there is Charge back initiated by buyer through their Bank/ Credit card issuer.
I would recommend that you read eBay's published guides and you will not require arbitration as no person or persons at eBay can ever reads through messages or other information regarding hundreds of thousands of dispute that must occur daily.
If you need general advice then forum you have posted on is great as respondents are buyers and sellers just like you and their knowledge and wisdom is gained over many years of trading and they will happily guide you but they are unable to arbitrate as no authority rests with these respondents.

I’m the seller based in the USA . Buyer is international . Buyer purchased a highly technical piece of equipment and apparently used it for testing his equipment and then wanted to return . He claimed NSAD which is not true . Shipping and insurance is very expensive and the buyer knew that . The buyer in his messages to me , which eBay has access to , attempted to coerce me into falsifying customs valuations which is against is against the abusive buyers policy and voids the buyers money back guarantee . eBay told me to pay return shipping and I told eBay the seller must pay return shipping due to his policy violations . I also said that upon receiving equipment back and inspecting for damage , I would gladly refund purchase price . eBay told the buyer to keep the merchandise and hit me with a chargeback . I want to take this to arbitration .

Ok, so the dispute is between you and eBay. That’s where arbitration is used.

Money back guarantee is void if buyer attempts to collude with seller to falsely state value on customs declarations . The buyer attempted to coerce me to falsely state a $7000 item as $3000. I reported the buyer as a precaution .

You should be familiar with the fact that if the buyer violates the abusive buyer policy , including attempting to collude with seller to defraud customs , this voids the MBG.

I have sold very high value items on eBay. Single items worth 6 figures . This isn’t petty cash . In this instance I have a buyer who attempted to get me to defraud customs . This voids his MGB. I have read the policies . Please refer to abusive buyer policy . It specifically mentions attempting to coerce a seller into defrauding customs as a reason to void the MBG. Yet , eBay didn’t follow their own policy

I'm a buyer. I was told by ebay to upload $800 to buy a 2005 Acura tl car. I told the ebay customer service that one of the $200 gift cards did not have the full 13 code numbers. It only had 9 numbers. Ebay customer service told me to go back to CVS where I purchased the cards from and return/ get a new card. CVS refused, saying they have nothing to do with it and that I need to straighten that problem out with ebay, not CVS!!!

If you found the car on another site, DO NOT GIVE THE CODES. Auto purchases are NOT paid this way. You are being scammed!!!
