Anyone seeing sales of items with Make an offer, drop off with new Make an off, paying system?

You can opt of requiring the buyer to enter payment info in seller settings if you like.

I'm certainly not. I extend offers to watchers on my listings and I have a very good return on them. Most pay immediately.
This is a needed change that is still in testing, so not all buyers have their accounts set to require a payment method when they extend and offer or accept an offer. So unlikely since it only affects some buyers that this would cause a decline in the used of Make an offer.
Certainly not all buyers will like the change. Just like sellers don't always like changes Ebay throws at us. But this change is a long overdue one and it needs to be in place for all buyers.

Are you thinking about where sellers can set their listings to be IPR? If so, that would only apply to Fixed price purchases, not Make and Offer purchases.
But what the Op is describing is a test Ebay is currently running where the Buyer's account is set to require a payment method when they extend a Make and Offer. If the seller accepts the offer then the buyer's payment method is charged.

That is what CrazyStuff was talking about too. You can opt out of requiring your buyers to pay before making offers OR bidding on auctions, which is very new. But the offer one has been around since they first began the test. It's on your Buyer Management page, at the bottom.

Unfortunately it does not work when you extend an offer to Watchers.
