Pocked up a grab bag of flag hat pins. Go them all figured out except this one. The basic tri-color suggests Bolivia. There is a Bolivian flag with a center icon, but not this designs. I'm wondering if it is a regional or lower level flag. Anyone?

To be more specific (after looking it up) it appears to be a hybrid of the classic striped Lithuanian flag and the battle flag which is solid red with the Vytis in the center. Read more here and here. Google turns up several images and items showing your version of the flag.
