I've had a few international based buyers make offers on items, even though it says explicitly in my auctions that I don't ship outside the lower 48 and I put all the preferences into ebay to block international sales etc. When we had paypal we could go there and block buyers who try to pay in foreign currencies but we don't have that now with managed payments, only shipping address. They obviously have people here who accept the package then forward it overseas to them. This sounds like a huge pain to deal with. I mean I could cancel the sale, but would I still have to pay fvf? Are there any esoteric ways in the settings beyond opting out of global shipping, who have addresses to which I don't ship, etc?

There is no setting in the managed payments program to disallow payments from non-US sources. So buyers that use a US reshipper address will be able to bid, buy, and pay. Though the seller will be paid in USD, there is an additional fee to accept the funds.

Right, but if the buyer has his package shipped to a reshipper address within the Lower 48, it's not an international sale. Your Shipping obligation is complete as soon as the package arrives at the reshipper (whose address would be the one you received with the payment).
If the buyer wants to return it later, he would need to send it back to his reshipper in the US first, because any return label generated by either you or eBay would have to originate at the reshipper's location, not Outer Franistan someplace.

Well that's a constructive helpful reply at least. It is just underhanded and abusive of any buyer to disregard the instruction that this is not open to anyone based outside the lower 48 etc. They could possibly not even read english correctly when buying opening up even more problems. It's hard enough selling here with non-paying buyers, scammers etc domestically I prefer not to add to the perils with intl buyers. Ebay needs to have this as an option, they know which accounts are based where. I would only sell to anyone who has at least 20 feedback, if it was an option, as well because non-paying bidders and scammers are rampant here.

Buyers do not have to use the label generated by ebay or the seller. A cheap package from Amazon with tracking back to the seller has been working out pretty well to satisfy "confirmation of delivery" for the return.

Uh I mentioned that so not sure why you need to repeat it, only paypal had that option but I wish people would stay on topic and read my concerns instead of going off into tangents that don't help.

Your listing says, "Lower 48 USA USPS shipping only. No apo/fpo/po box shipping" and their forwarding address meets those criteria.

Online selling is not for everyone; nor is participation in online discussion boards.
Perhaps you'd feel more confident in the replies you could receive from a customer service representative.

Ok, how about this: Opting out of the ebay Global Shipping Program will be of no assistance to you for international buyers that use a US shipping address when you are in the MPayments program. There is no appropriate reason allowed to "cancel" a sale from a buyer of this sort. You do it too many times, and you will lose your ability to sell on eBay. eBay considers these domestic sales, and there is no way to disallow them in MP unless the "reshipper" is located in Hawaii or Alaska.

LOL, well I've been selling for a long time up here and amazon, craigslist and ebay help is actually really hard to get in any real way.I was just thinking to ask but it seems there aren't really people who have those experiences to answer constructively. It's really a pretty easy two questions that have not been even attempted to answer.

Ok I feared that and hoped someone knew of some obscure ebay setting I could do to block internationally BASED buyers but I guess not. What a hassle, I'm glad I'm just a casual seller here as needed and not a volume store seller. As far as I know we have no option to NOT be in managed payments, just one day ebay said they could not pay me(ransom) for a completed sale because I was not in MP's, they just cut off paypal payments from that sale forward with no reference to me at all. So I HAD to join MP's, I think that's going to be the way it is for everyone going forward eventually from what I've read.

You can use "problem with buyer's address" to cancel a sale. FVFs would be cancelled. I wouldn't want to deal with overseas "buyers" when listing computer parts either. Overseas "buyers" can still file item not as described, and then you have a mess on your hands. Technically, you don't have to refund until you get your item back, but eBay has been refunding buyers without return anyway. I don't know of any way to preemptively block freight forwarders. I used to use "problem with the buyer's address" if say a buyer lived in Fragilistan and wanted it shipped to a reshipper in DE, CA, NY, etc. It's your property. You have the right to decide who to sell it to. Note that I'm no longer selling here as I refuse to participate in mangled payments. PayPal was a great payment method for both sellers and buyers.

It's best for you to read the answers instead of arguing with the outcome. You are fine as you ARE shipping to a US address. No stress, no mess. Get paid and ship.

As others have tried to tell you, a buyer who uses a freight forwarder based in the US, DOES have an address in the "lower 48". Your only responsibility is to get the package to the freight forwarder's address.
