Am I missing something with variation listings?

Hello, and thanks for reading.

Very simply put, I am selling used games on Ebay. I am also providing the service of adding valuable save files to each game if the buyer so chooses, and the valuable save files obviously cost more. The way I have set up my listings is they are variation listings where the buyer can pick the exact cartridge he/she wants to buy, and there's another attribute for the save file the buyer wishes to have included in the cartridge. I have attached a picture so it is more clear.

 

The way I envisioned setting up the variations was that a blank save file would have no additional cost (so here I am valuing cartridge # 2 at $68.99) and that another save file would have an additional cost of $10 (so cartridge # 2 with a save file would end at $78.99)

However, there does not seem to be a way to do this. I can only seem to list each variation with its own quantity, so I have each at 1 quantity, but that does not stop multiple people from selecting the same cartridge since the quantity is deducted from the combination, not a specific attribute. I'm currently manually setting all quantities to 0 when a sale takes place, but it can easily be an issue overnight or if a buyer mistakenly buys multiple at once.

Did I miss something here? Is what I'm after possible?

 

I can easily write up a script to manage this for me when a sale takes place, but I signed up for a developer account a week ago, and I am greeted with the following message: "Your account registration was rejected due to problems with the data provided or other irregularities. If you believe this rejection is in error, please see our FAQs and Contact Channels page or work with your eBay representative directly.") I did go to the FAQ and type in my reasoning for signing up, but nothing has changed, so I cannot use the API yet, even though I would really like to.
