So I have a very expensive designer jacket for sale and I have been offered over £1000 for it. The price is way more but I’m open to offers and I’d like to accept it. So this is just an offer I would like to accept - not a bid. The potential buyer’s location is in USA, and so I would send Royal Mail international tracked and signed as I am in UK. But they only just opened their eBay account and have zero purchase or selling history. It seems fishy 🤔

Nothing fishy about a new account. Perhaps they liked your item so much they just signed up to purchase it. Perhaps they're simply new as everyone once is. You're under no obligation to accept the offer, but don't be suspicious just because it's a new account, that's perfectly normal.

We all started at 0, and most likely opened up an eBay when we decided to buy/sell on eBay on that day. Nothing wrong with that. If prospective buyer makes offer and pays through the proper eBay channels just proceed accordingly, but, if they start asking for your email address, or PayPal account, just ignore them or tell them that it is "uRID10T@sPam.com" Block them and move on.

Are you saying that the potential buyer is offering "way more" than what you are asking for? If so, that is a red flag.

It seems like the OP feels like the jacket is worth way more than what that buyer offered, but he's considering accepting the offer.
To the OP: Sometimes potential buyers cruise eBay for a long time until they find something they really like and then sign in and buy it. Not really suspicious.

I don't see anything for sale on your ebay ID.
