I sold an item and the buyer asked for a partial refund because he said part of the item was damaged. I sent the partial refund and it has been several days and he has not released the funds (they are still pending in PayPal) and has not responded to any emails since then.
How should i proceed?

Call paypal Tuesday morning and have them release your funds...

Hi, PayPal holds are often placed on new or infrequent sellers. The buyer has no control over these holds, PayPal does. So as the other poster recommended, contact PP to request a release.
By any chance did you request a photo of the damage before giving the partial? Did the buyer open a case?

I did request a picture and it does look like there was some damage. So i was fine with giving the refund.

Also, i don't believe that the buyer has marked the item as recieved even though it has been.

Your Delivery Confirmation on the package showing delivery is all that is needed.

Did the buyer open a RETURN REQUEST in eBay? or was this something your agreed upon in eBay messages?

A 3 feedback seller and a $400 item.
OP, did paypal say it was ok to ship on the payment? Did you refund through the payment, or did you send them a partial through send money?
I have a sneaky feeling that you are not going to get the response you expect when you call paypal.
