If your selling account is restricted you can no longer sell on eBay as stated in the last part of the message.
“I want to emphasize that we value and appreciate your cooperation as a seller on our platform. However, as a business decision, we have decided to part ways with this account and its ability to sell on the site.”
I suggest you close your store since you’re no longer allowed to sell on eBay because you’re not going to be reinstated, sorry.

I am very sorry you have found yourself in this position. I can only imagine how hard this is for you to deal with. A high INR rate can easily happen when you are dropshipping and if you can't get your supplier to ship within your handling time.
Ebay changed how it evaluates International Sellers back in late July. It has caused lots of problems like you are experiencing.
When this happens to a seller such as it has for you, it is so difficult to get Ebay to change the decision. In fact I'm not even sure they would ever reverse their decision. It is likely you will not be able to sell on Ebay any more. I am so sorry and I sincerely hope you find another way to make money.
As @ebooksdiva suggested, you should close your store right away so you don't owe Ebay fees for your store. If you are on a month to month [higher fee] for your store, then you can close it right away without anything to worry about.
If you signed up for a year subscription for your store, so you could get the lower Store fee, then there is penalty fees for closing your store during the one year subscription. However contact Ebay directly and have them close your store because they won't allow you to sell any longer and make sure they do not charge you any penalty fees for closing your store early.
While I know it will be hard, stay polite and respectful with whomever you deal with. You want them to want to help you and to forgive the fees.
