Account Issue

Trying to open a store but when I'm on the page to choose a package I get two error messages saying

"You do not have a valid payment method on file. Please add a valid payment method before choosing your subscription.

You do not have a valid billing eBay account. Please provide a valid account before choosing your Store."

They include links to add a payment method which I've already done, PayPal as well as 2 separate cards. The second one links me to "Billing Account" which only takes me to the my ebay page with no indication of where to go. Any help would be appreciated, trying to get this whole thing on the road.

You do not need a store subscription.  Just list some items.  It sounds like your eBay account has not yet been upgraded to seller status; if so, then you will be prompted for the necessary additional information when you try to launch your first listing.
