If you attached your account to Payoneer and they confirmed it and registered your account with your country as a business, you're on the the right track. Ebay will send you an email telling you you're all set.  It can take many weeks.  Until then, don't forget about signing up for the seller school;

Did you follow the steps I gave you in your post 7-31?

Did you miss where I said after Payoneer shows you are successfully linked it takes 2-4 weeks after that before you get an email from eBay saying you're all set?

I don't  understand why @biggymoe  says to make a listing and try to launch it. THAT IS NOT HOW YOU DETERMINE IF YOU'RE READY TO SELL. 

You won't get blocked and eBay can quite possibly suspend you if you try to list before you get the email from eBay saying you're all set. PLEASE don't follow that terrible advice from him that you thanked him for.
