Ebay can't change the fact that Sri Lanka banks are limiting payments to other countries.
This has absolutely nothing to do with ebay.

If you are trying to connect it to Payoneer you will need to call Payoneer and ask them how to do it

it's true, but a lot of people in Sri Lanka have this problem
