How do I report a scammer who put a bid on my item but then asked me to include a 400.00 dollar apple card in the shipping box with item.

Don't worry so much about reporting the scammer... simply put the scammer on your Block Bidder List and ignore.

if they won the auction i would cancel it as a problem with buyers address
the blues have stated its OK to do this
as others have said its not worth reporting because they can just use another ebay name

You can only report on the eBay site if the "text me" scammer is your winning bidder, you accepted an offer through the 'make offer' flow, or they committed to buy and have not yet paid. Generally, these people have no intention of paying, and the closest you will get to seeing any money is a FAKE payment notification. If you fall for the first part of communicating with them at all, the 'enclose a gift card' is usually their second step.
These crooks work the site 24/7/365 and a newbie seller ID is the "fresh meat" they are looking for. There used to be a "report this message" button on each communication through the eBay message system. This was removed since eBay stated that it was no longer necessary since their high tech scammer algorithms would prevent this nonsense from ever appearing in your inbox. We can all see on a daily basis how this is working out. eBay cannot be bothered, I suppose, with all the reports they might get if the button was restored.
If you accepted an offer, wait til day 5 and cancel the transaction for non payment. If they are just contacting you through the eBay message system and are not your winning bidder of record, simply ignore and move on.
