A little bit confused about what to do about bounced echeck.

I filed a NPB on an auction. The buyer sent an echeck a few hours before I could close the case and get my money. The echeck bounced and Paypal is sending it through again. I have the option of canceling the payment. The reason I am confused is Ebay says I have one case I can close now and it is a different one. It shows both cases on the resolution page. Paypal thinks the check will go through by the 20th which by then it will be a month since the auction ended. If I cancel the payment through Paypal first and then come back to Ebay and close the case as unpaid will I get my fees back? Ebay seems to know there is a payment. This buyer knows what he is doing, he has over 3000 feedback as a buyer and seller.Why would someone come in right before a non payer bidder case closes and know they don't have the money  and use an echeck that is no good.This buyers positive feedback shows he is a non paying bidder a lot. Something feels off about this if the seller can leave feedback for him but he never paid. They didn't get their fees back.

If I recall right, PayPal will resubmit the eCheck once, so in other words, they'll try two bites at the apple. Once that second clearing attempt fails, I think you can close out the UPI. Does your UPI dispute in fact show as still open?

 

You might want to call PayPal (not eBay) on this and ask them what your options are, given that you opened a UPI on this buyer once already, and their first collection effort on the eCheck has already failed. You may have to wait out their second attempt, and then slam the case, assuming that it's still open.

 

Needless to say, put this foot-dragger on your Blocked Bidder List to avoid future difficulties, regardless of the outcome here.

Call ebay and ask for dispute resolution ad ask them to extend the period for the UID so the eCheck can clear.  If they can not, then call Paypal and have them contact ebay and then PP can cancel the check and ebay close the UID for you.

 

This is a loophole in ebay's programming that will favor the buyer and let ebay keep your fvfs - no surprise there.  But they can not do it often or they will get on the radar of outside authorites.  So you have a shot of getting this taken care of.
